The Town of Haverstraw Police announce the arrest of Wilfredo Franco, 55, of Lincoln Street in the Village of Haverstraw on the following charges, rape in the first degree (two counts) and sexual conduct against a child in the First degree. He is accused of having sex with a child less than 11 years of age on more than one occasion over a period of time greater than three months. He was arraigned in the Village of Haverstraw Justice court and was sent to the Rockland County Correctional Facility in lieu of $100,000.00 bail. The Town of Haverstraw Detectives were assisted in the investigation by members of the Child Advocacy Center.
