On April 28, 2020 at approximately 2:30 p.m., State Police Haverstraw observed an Audi S-8 traveling at a high rate of speed southbound on the Palisades Parkway in the town of Ramapo. Troopers verified the speed on radar, and verified a speed of 142 mph in a 55 mph zone. The operator, Sergey Reznichenko, age 34 of Spring Valley, was ticketed for speeding and improper passing. His tickets are returnable to the Ramapo Town Court on May 25, 2020.

Robbery Arrest in Clarkstown
On Monday, May 4 at approximately 5:40 p.m. the Clarkstown Police Department responded to a report of a robbery in the area of Rt. 59 and Forman Dr. in Nanuet.
Responding patrol units interviewed the victim who stated that an unknown male had punched him, stole his cell phone and money. The victim was able to provide units with a description of the suspect, which led officers to locate the suspect, along with the victim’s property at a nearby hotel.
The suspect was identified as Dainell Blacknall, 29, of Suffern. He was arrested and charged with robbery 2nd (felony) and assault 3rd (misdemeanor). Mr. Blacknall was arraigned virtually by the presiding magistrate and bail was set at $10,000.00. He was transported to Rockland County Jail and he will return to court on June 1.

The Clarkstown Detective Bureau is investigating a double homicide, involving two adult females that occurred in their residence, which is a cottage in the rear of 104 Lake Rd., Valley Cottage. The facts known to us at this time lead us to believe that this is an isolated incident and the public is not in any immediate danger. At approximately 7:10 a.m., on today’s date, the Clarkstown Police Department responded to a private residence in the rear of 104 Lake Rd., at which time two adult females were found deceased from what appear to be gunshot wounds. The Clarkstown Detective Bureau is investigating this incident, anyone with information is asked to contact them at 845-639-5800. The Clarkstown Police Department will conduct a joint press conference today at 2 p.m. with both the Clarkstown Police Department and the Rockland County District Attorney’s Office in regards to developments in the homicide. The press conference will take place at Clarkstown Police Department Headquarters located at 20 Maple Ave., New City.

On Monday May 25, 2020, Stony Point Police received calls from several residents in the Tiorati Trails development advising of a large gathering, as well as parking and noise complaints. When officers initially responded they observed some vehicles parked in the area of 6 Perrins Peak Road but observed no unreasonably loud music or illegally parked vehicles. After responding back to the area, following additional complaints, officers observed several vehicles parked in the area obstructing traffic and fire hydrants. They made contact with the homeowner and while speaking to the homeowner they observed several individuals on the property. The owner was advised of the NYS Public Health Law with regard to the Governors Executive order and he was warned to shut the party down. After approximately one hour and assistance from the Rockland County Sheriff’s Department the party was shut down by responding officers and those in attendance left the area. The listed defendant was charged with the above listed charges and issued an appearance ticket returnable to Stony Point Justice Court on June 11, 2020 at 1:30PM to answer said charges.

32-year-old man remanded to County Jail after virtual arraignment

Rockland County District Attorney Thomas E. Walsh II announces the virtual arraignment of the suspect in Monday’s double homicide in Valley Cottage. Robert C. Williams III, 32, of Hillcrest, NY, was arraigned on second degree murder charges Saturday by way of video conferencing.
District Attorney Walsh said, “As we struggle living through a pandemic, the very core of Rockland’s way of life was rocked on May 26 upon hearing the news that Wanda Castor and her daughter, Kathleen Castor were brutally slain in a senseless act of rage and violence. Our sympathies go out to their family and most importantly to baby Anastasia, who was left at the scene unharmed but without a mother and grandmother. Rockland will not stand for these acts of violence. We will ensure justice is served. I commend the fantastic work of the Clarkstown Police Department and all the other agencies working to bring justice to this family.”
Williams has been charged with two counts of murder in the second degree (felony); criminal possession of a weapon in the second degree (felony); and criminal contempt in the first degree (felony). Rockland County Executive Assistant District Attorneys Stephen Moore and Nabeela McLeod are prosecuting the case. Clarkstown Justice David Ascher remanded Williams to Rockland County Jail.

Clarkstown PD reports suicide

At approximately 3 p.m. on Sunday, June 14 officers from the Clarkstown Police Department responded to a report of an unresponsive male party at 5 Dutch Ct. in West Nyack. Upon the officers arrival they were directed by family members to a bedroom where an adult male, age 26, was observed and pronounced deceased by Rockland Paramedic Services.
A note was located in the room that advised first responders of a possible chemical induced suicide, at this time the West Nyack FD and Rockland Conty Hazmat unit were requested to the scene. A determination was made by them that there were no airborne chemicals or any other safety hazards for the family, first responders or neighbors to be concerned with. The Clarkstown Police are saddened by incidents such as these when a life is lost. We would like to remind everyone that services are available such as, The National Suicide Prevention Lifeline.

Forcible Touching & Sexual Abuse
On Sunday June 7, 2020, Stony Point Police received a call from a resident advising that a male that was at the residence earlier at a party may have sexually abused her sister. Officers interviewed the caller and the victim and determined that the male suspect who had fled the scene prior to arrival, had gotten on to the couch the victim was sleeping on and touched her inappropriately. The victim advised officers that no further sexual activity took place and that when she asked the suspect what he was doing on the couch he left the residence. The suspect was identified by a family member of the victim and charges for the above listed offenses were filed. The defendant was arrested on June 13, 2020 at approximately 3:00PM on the listed charges. He was released without bail and issued an appearance ticket to return to Stony Point Justice Court on 8/6/2020 at 1:30PM.
State Police arrest a Clarkstown man for Assault second
On June 23 State Police responded to Village Road in the town of Tuxedo for a hit and run. Upon arrival troopers interviewed a witness and learned that Dylan Macrino, 24, of Clarkstown was involved in a verbal altercation with another male.
Macrino struck the individual with his 2018 Ford Explorer and left the scene. Town of Tuxedo EMS treated the injured male and transported him to Good Samaritan Hospital for non-life threatening injuries.
Macrino came to the state police barracks in Monroe to be interviewed about the incident. Following the interview, Macrino was arrested for assault, second degree (felony) and criminal mischief, fourth degree (misdemeanor). Macrino was remanded to Orange County Jail on $1,000 cash bail, $7,000 bond, or $35,000 partially secured bond. He is scheduled to appear in the Town of Tuxedo Court on August 27 at 4 p.m.
Spring Valley man arrested after violating order of protect, fighting with police
SPRING VALLEY – A 37-year-old Spring Valley man was committed to the Rockland County Jail on July 2 after he violated a stay-away order of protection from a woman and then violently fought with responding Spring Valley police officers. Police were called to 130 West Eckerson Road at around 11:10 a.m. by a woman who said her child’s father was there in violation of an active order of protection.
Officers found Tyrell Bridgers blocking the woman from escaping in her vehicle. He was known to the officers because he had been arrested on May 29 for physically laying his hands on the same woman during an incident in the police department’s parking lot during a supervised custody visit for their child.
Bridgers was also known to have a history of threatening and violent behavior and was known to have possessed firearms. Less than a week ago, he was arrested for smashing out a government employee’s car window with a brick. When he was told during this latest incident that he was under arrest, he refused to follow verbal directions and violently resisted arrest throwing punches at the officers. He was eventually subdued.
Bridgers was charged with harassment, criminal contempt, assault, obstructing governmental administration and resisting arrest. He was arraigned and remanded to the Rockland County Jail in lieu of $15,000 bail.
CAR BREAK-INS IN RAMAPO
Ramapo Police Department is investigating multiple car break-ins that occurred in the town last night. In all of the incidents, the suspects gained entry into the vehicles through unlocked doors. RPD would like to remind residents of the following tips to help prevent becoming a victim of a break-in.
RPD reports that the majority of car break-ins reported involve cars parked in the owners’ driveways that are unlocked. Officers advise that no matter where you park (i.e. home, gym, coffee shop, store or gas station) always lock your doors. This type of theft is usually a crime of opportunity.
REMOVE ALL VALUABLES FROM SIGHT
GPS units, tablets, phones, laptops, and cash are tempting invitations for your car to be broken into. Secure the valuables in the trunk or take them with you. Visible loose change and gift cards are some of the most common items taken.
PARKING
When parking at home, if possible, park in the garage or close to the house. The outside area should be well lit or have a motion light upon approach to the cars. Lock all doors and windows and remove valuables. It is also a good idea when parking at home to remove all keys and garage door openers from the car to prevent access to your home.
When parking in public, if possible, park in well-lit highly visible areas. During holidays or retail shopping days, lock packages and purchased items in the trunk. If you are going to continue shopping, you could move your car to a different location in case a thief has been watching the area.
State Police along with New York State Park Police responded to Harriman State Park for a drowning
On Monday, July 27, 2020 at approximately 2:46 p.m. New York State Police along with New York State Park Police responded Seven Lakes Drive – Lake Sebago Beach Harriman State Park for a report of a drowning. Investigation revealed that 7 people were swimming in the lake. Rashad Ibrahim, age 25 of Bronx, NY, slipped off a rock into the lake and began struggling. He did not resurface. Ibrahim was located deceased by Thiells Search and Rescue. State and Park Police were also assisted by Mahwah Fire Department.
ROCKLAND COUNTY DISTRICT ATTORNEY’S OFFICE ANNOUNCES FIRST GRAND JURY TERM INDICTMENTS SINCE THE CORONAVIRUS SHUTDOWN
Rockland County District Attorney Thomas E. Walsh II announced that the first Grand Jury term, since the Coronavirus shutdown, ended today, August 12, 2020. This Grand Jury was very busy as there was a back log of serious cases that were put on hold due to the pandemic. During the four-week term that started on July 17,2020, the Grand Jury handed up twenty-five Indictments, which included the most serious of crimes: Murders, Rapes, Assaults, Robberies, Burglaries, Public Corruption, Domestic Violence and Drug cases. We have many more cases that must be indicted due to the Governor’s Executive Orders that prohibited Grand Jury to sit during the pandemic. ROCKLAND CORRECTION OFFICER ARRAIGNED ON TWENTY-THREE COUNT INDICTMENT
On August 11, 2020, the Honorable Larry Schwartz, J.C.C., arraigned Rockland County Correction Officer Christopher Taggart, 39, of New City, NY, on a twenty-three count indictment charging two counts of promoting prison contraband in the first degree, a class D Felony, and twenty-one counts of official misconduct, each a class A Misdemeanor. At the arraignment, Kevin Conway, Esq. appeared with the defendant and pleaded not guilty to the charges. The Rockland County District Attorney’s Office certified its compliance with discovery and stated its readiness for trial. Judge Schwartz then provided a motion schedule and adjourned the case for a conference on September 29, 2020. Given the recent criminal justice reform statutes, the charged counts are all considered non-qualifying offenses for bail. As a result, Judge Schwartz released the defendant on his own recognizance with specified conditions that he must adhere to. Rockland County District Attorney Tom Walsh said: “This type of abuse of authority will not be tolerated and our office stands ready to vigorously prosecute this matter in order to insure the public’s trust that those who do so will be held accountable for their actions.”

Man accused of Nyack murder is indicted
NEW CITY – A Rockland County grand jury has indicted a man accused of gunning down a man on a Nyack street on the late morning of May 22. Jason Jabouin allegedly shot Ryan Franklin before fleeing to Maryland, where he was apprehended and returned to New York. Jabouin has been charged with murder, armed robbery, and two counts of criminal possession of a weapon. He is being held in the Rockland County Jail without bail.

Police investigate Ramapo stabbings

RAMAPO – Police are investigating a stabbing incident at a home in the Town of Ramapo Monday night. They said two men who live at 124 Fairview Avenue were stabbed in an altercation stemming from an incident earlier in the day at the house.
The suspect was being held in place by witnesses awaiting police. Investigators were seen looking for evidence on the driveway until the early morning hours Sunday. Family, friends and neighbors gathered to comfort one another. Police said one victim was transported by Montefiore Nyack Hospital by a relative before police arrival. The second victim was transported by ambulance to Westchester Medical Center in Valhalla.
The suspect was transported by ambulance to Good Samaritan Hospital in Suffern. All three sustained non-life threatening injuries, police said. The suspect was expected to be charged with assault and criminal possession of a weapon.
Man arrested following double stabbing in Spring Valley
RAMAPO, NY – On Saturday, August 8 at approximately 11:06 p.m., the Ramapo Police Department responded to a residence on Fairview Ave in Spring Valley for a report of multiple parties in an altercation, knife involved. Two males whom reside at the residence had been stabbed. The suspect was being held in place by witnesses awaiting police arrival. Investigation on scene by RPD patrol units and detectives determined that the suspect was involved in an altercation stemming from an incident earlier in the day at the household. RC Sheriff’s BCI Unit assisted RPD in processing the crime scene.
One victim was transported by a relative to Nyack Hospital prior to police arrival. The second victim was transported by ambulance to Westchester Medical Center. Suspect was transported by ambulance to Good Samaritan Hospital. All three sustained non-life threatening injuries. Suspect expected to be charged and arraigned later today with Assault 2nd degree and Criminal Possession of a Weapon.
