INCIDENT AND ARREST REPORTS FROM THE RAMAPO PD

SMALL FIRE IN MONSEY

On Tuesday, March 12  at approximately 10 p.m., Ramapo police responded to a call at the Monsey Park Home for adults, located at 15 Monsey Blvd., Monsey, N.Y., reporting a possible fire.

Responding officers reported a heavy smoke condition and said that the facility was evacuating all residents. Monsey Fire Department responded to the scene with Chief LaGarde in charge. Spring Valley Fire Department responded as well.

A small fire was located on the lower level of the building, near a clothes dryer vent, and it was quickly extinguished.  The fire did not spread and it does not appear to be suspicious.

Fire Inspector Tom Buckley responded to the scene and deemed the building safe for occupancy. All residents who had been temporarily evacuated from the building and  were able to reenter without incident.

There were no injuries reported.

PEDESTRIAN STRUCK IN MONSEY

On Tuesday, March 12 at about 9:55 p.m. a pedestrian was struck by vehicle on Maple Avenue in Monsey. Dincent Taylor, of Monsey was crossing south on Maple Ave. near #173, when he was struck by the side view mirror of a passing car.  

The driver of the vehicle reports that he did not see Taylor crossing the street. Responding officers report that Dincent was wearing dark clothing and the road was poorly lit. There were no summonses issued to the driver of the car.

Taylor complained of back pain and was transported to Good Samaritan Hospital via ambulance.

DWI ARREST

On Sunday March 10 at approximately 9:19 p.m. a Ramapo officer stopped a 2003 Ford Explorer on Old Route 17 in the Village of Hillburn. Police arrested Erik Alderete-Juarez, age 32, of Brooklyn, claiming he was intoxicated.

Alderete-Juarez was charged with DWI (misdemeanor), DWI with a blood alcohol content more than .08% (misdemeanor) and DWI with a child in vehicle less than 16 years of age (felony).

Passengers in his vehicle included his 13-year-old son and his 4-year-old daughter.

He was arraigned before Hon. Alan Simon in the Town of Ramapo Court, posted $2,000 cash bail and was directed to appear in the Village of Hillburn Court on April 2, 2013 at 2:30 p.m.

STONY POINT POLICE DEPARTMENT:

AGGRAVATED UNLICENSED OPERATION
Linnea A. Barak, age 40, residing at 229 W. Main St. Apt. 2, Stony Point NY, was arrested on March 17, 2013 for aggravated unlicensed operation in the third degree. The defendant was arrested after a vehicle and traffic stop determined that she was operating a motor vehicle while her privilege to do so was suspended for failure to pay driver responsibility assessment. Additionally, the defendant was operating without a valid NYSDLIC. The defendant was arrested, processed and issued numerous traffic tickets returnable April 18, 2013 at 1:30 p.m.

AGGRAVATED UNLICENSED OPERATION
Brian Estrella, age 22, residing at102 Samsondale Ave., West Haverstraw, NY, was arrested on March 15, 2103 for aggravated unlicensed operation in the second degree. The defendant was arrested after a vehicle and traffic stop determined that he was operating a motor vehicle while his NYSDLIC was suspended. The defendant was arrested, processed and issued numerous traffic tickets returnable April 18, 2013 at 1:30 p.m. He was released after posting $200 cash bail.

Bergen/Rockland Crime Spree Halted by Jersey Cops

Old Tappan police are looking for the third member of a large-scale ring responsible for a shoplifting spree throughout Bergen and Rockland counties after finding two of them with more than $8,000 worth of stolen goods from several area pharmacies.

Officer Eugene Wilkins was on patrol when the trio hit a CVS in the Bi-State Plaza on Old Tappan Road, Police Chief Thomas Shine told Jersey-website CLIFFVIEW PILOT.

ROBBERY

Daqwaan Aviles, age 22, residing at 2 Parker Road, Garnerville, NY, was sentenced March 14, 2013, before New York State Supreme Court Justice William A. Kelly to a state prison term of three and a half years and five years post release supervision after pleading guilty to robbery in the third degree. District Attorney Thomas P. Zugibe stated that on or about November 19, 2011 at approximately 6 p.m. on Rosman Road, in the Town of Haverstraw, the defendant acting in concert with other individuals stole an Ipod from the victim. When the victim tried taking his property back, the defendant and the others beat him up causing the victim to suffer multiple bruises and contusions to his face and chest.

GRAND LARCENY
Michael Cohall, age 34, residing at 13 Gillis Avenue, Central Nyack, NY, was sentenced March12, 2013, before Rockland County Court Judge William K. Nelson to a state prison term of one to three years after pleading guilty to grand larceny in the fourth degree. The defendant was also sentenced to a state prison term of two years and two years post release supervision after pleading guilty to criminal sale of a controlled substance in the third degree with the state prison sentences to be served concurrently. District Attorney, Thomas P. Zugibe stated that on or about December 17, 2011 at approximately 2:22 p.m., the defendant entered Macy’s located in the Palisades Center Mall and placed numerous watches in a blue Pfizer bag. The defendant also selected a gift set and placed it inside his jacket and left the store without paying for the merchandise. Macy’s Loss Prevention Officer followed defendant out of the store and through the mall. Once at the parking lot the defendant dropped the bag and ran away. The items were recovered, the value of the stolen items were $1,243.50. The defendant was later apprehended. DA Zugibe, further stated that on or about and between June 27 and June 29, 2011, the defendant sold heroin to another individual in the Village of Haverstraw.

ASSAULT, AGGRAVATED DWI, AUO & MORE
Michael Coyle, age 45, residing at 156 North Liberty Circle, Stony Point, NY, was indicted on March 13, 2013 by a Rockland County Grand Jury for the crimes of assault in the first degree, aggravated vehicular assault (three counts), vehicular assault in the first degree (three counts), aggravated driving while intoxicated, as a felony, driving while intoxicated, as a felony, aggravated unlicensed operation of a motor vehicle in the first degree, reckless driving and circumvention of a ignition interlock device. District Attorney Thomas P. Zugibe stated that on or about February 22, 2012, at approximately 5 p.m., the defendant was driving on Route 9W in the Town of Stony Point at a high rate of speed, crossing over the double yellow line in order to pass vehicles driving ahead of him. The defendant crossed into oncoming traffic and crashed into another vehicle that was traveling in the other direction, hitting that vehicle head on. The officers observed the defendant behind the driver’s seat of his vehicle and observed an odor of an alcoholic beverage emanating from his person. The driver of the other vehicle was seriously injured as a result of the car crash. The defendant’s blood alcohol content revealed a .18%. The defendant had a previous DWI conviction in 2012 in the Town of Clarkstown.

BURGLARY & RECKLESS ENGANDERMENT & POSSESSION OF BURGAR TOOLS
Joseph Ostuni, age 52, residing at 20 Knob Hill Road, New City, NY, was indicted on March 13, 2013 by a Rockland County Grand Jury for the crimes of burglary in the third degree, reckless endangerment in the second degree and possession of burglar tools. District Attorney Thomas P. Zugibe stated that on or about September 7, 2012, at approximately 12:40 p.m., Mental Health Safety Officer at Rockland Psychiatric Center observed the defendant duck behind the driver side door and get into the vehicle, which was parked behind a vacant building. As the officer exited his vehicle and walked toward the defendant’s vehicle, the defendant began to back up towards the patrol car and the officer had to jump out of the way in order to avoid being hit by the defendant’s car. The defendant fled the scene but later arrested by officers from the NYS Police.

FORGERY, FALSIFYING BUSINESS RECORDS, CRIMINAL IMPERSONATION & MORE
Philip Pfeiffer, age 28, residing at 11 Old Lake Road, Valley Cottage, NY, was indicted on March 13, 2013 by a Rockland County Grand Jury for the crimes of forgery in the second degree, falsifying business records in the first degree, offering a false instrument for filing in the first degree, criminal impersonation in the second degree and criminal possession of marijuana in the fifth degree. District Attorney Thomas P. Zugibe stated that on or about August 21, 2012 at approximately 8:19 p.m., the defendant was observed in possession of marijuana by an officer in the Village of Spring Valley. Upon the arrest of the defendant, the defendant stated a wrong name and date of birth. Further investigation revealed his true identity.

ATTEMPTED ROBBERY
Luis Valentin, age 35, residing at 2 Edgar Street, Haverstraw, NY, was sentenced March 12, 2013, before Rockland County Court Judge William K. Nelson to a state prison term of nine years and five years post release supervision after pleading guilty to attempted robbery in the first degree. District Attorney, Thomas P. Zugibe stated that on or about November 20, 2011 at approximately 4:30 a.m., the defendant while a passenger in the victim’s parked taxi, reached from the back seat, grabbed the victim by the neck and placed a cold, hard metal object against the side of it. At that time, the defendant stated, “Don’t move or I’ll kill you,” The defendant then stole the victim’s EVO cell phone and approximately $180 cash.

Nick Cohen ended his St. Patrick’s weekend brawling. The foray into fisticuffs earned him an arrest.

Nicholas Cohen, a 21-year-old male of #4 East Main St., Stony Point N.Y. was arrested on March 18 for Disorderly Conduct (x2) after police responded to Halligan’s Public House for a report of a fight. Arriving officers located the defendant who they said was acting disorderly and refused to leave the bar after several requests by employees of said location. The defendant was arrested, processed and released on an appearance ticket returnable April 16.

ROCKLAND COUNTY SHERIFF’S OFFICE:

FAILURE TO PAY CHILD SUPPORT

Ladreal Cheek, age 36, of Valley Cottage, NY, was arrested for failure to pay child support. The defendant was arrested on outstanding Family Court warrant issued on December 4, 2012 by Rockland County Family Court Judge Eisenpress. The defendant was brought before Judge Eisenpress to answer for arrears of $2,541.13 owed to a private petitioner. Subject was released to return at a later date.

BURGLARY
Philipp Defay, age 22, of Suffern, NY, was arrested for burglary. He was arrested on an arrest warrant issued out of Rockland County Court.

AUO & TRAFFIC VIOLATIONS
Yehuda Taibe, age 25 of Brooklyn, NY, was arrested for aggravated unlicensed operation, a stop/stand/park violation and a traffic device violation. The defendant was arrested on an arrest warrant issued out of Ramapo Justice Court. The defendant was arraigned in front of Judge Simon and released upon payment of charges.

Hit and Run in Clarkstown

barronAccording to police on Saturday, March 16 at approximately 10:15 a.m. the Clarkstown Police responded to 225 S. Middletown Rd, Nanuet for a report of a hit and run personal injury accident.

Ryan Barron, 19, from Nanuet was operating a 1998 Ford and was driving through the parking lot of the Wald Pavillion, 225 S. Middletown Rd, Nanuet. Barron struck a parked car, a 2009 Ford, pushing said vehicle into an adjacent parking space which in turn struck another parked vehicle, a 1996 Honda and a male pedestrian who was standing between the two vehicles. Barron then left the scene and drove to the Nanuet train station where he boarded a southbound train. A witness who observed the incident followed Barron and then contacted police.

New Jersey Transit was contacted and the train was stopped at the Montvale, NJ train station. The train doors were secured and investigating officers boarded the train. Barron was identified and removed from the train without incident.

Barron had the odor of an alcoholic beverage on his breath and was administered a preliminary breath screening device which was positive for the presence of alcohol. Barron was placed under arrest and subsequently transported to the Clarkstown Police Headquarters. He provided a blood sample to determine his blood alcohol concentration, results are pending.

Barron is currently awaiting arraignment in Clarkstown Justice Court. He is being charged with leaving the scene of a personal injury accident, driving while intoxicated, assault 3rd, reckless driving, and reckless endangerment, all misdemeanors.

The pedestrian, 59, from Pearl River, sustained physical injuries to his face and body and was transported to Nyack Hospital where he was is currently still be treated.

The following police departments assisted in the investigation: Orangetown, NY, Montvale, NJ, and Park Ridge, NJ.

Cops Explain Burglary Situation in Clarkstown; Arrest Suspect

Subsequent to a rash of recent residential burglaries the Clarkstown Police Department instituted a burglary task force which formulated a comprehensive operational plan. The plan included supplementation to the daily patrol efforts by sending out additional patrol officers to concentrate on stopping the burglaries.

cruzOn March 21, 2013 at approximately 4:20 p.m. a detective from the Clarkstown Police Department observed a suspicious male on foot in the area of Grandview Avenue in Nanuet.  While speaking with the subject, information was developed that heightened the level of suspicion of the investigating officer. The subject was wearing footwear that was consistent with footprints that were left at some of the burglary scenes.  The subject was transported to Clarkstown Police Headquarters for further interview.

The male was identified as Alejandro Cruz, 43, from Staten Island, NY. After being interviewed, Cruz was arrested and charged with four burglaries in the Town of Clarkstown (Fenner Lane, Nanuet, Wilton Circle, New City, S. Middletown Rd, Nanuet, and Grandview Ave, Nanuet).

Investigators from Orangetown and Ramapo Police Departments also responded to interview Cruz.  Cruz will also be charged in connection to three burglaries in Ramapo and one burglary in Orangetown for a grand total of eight burglaries.

Cruz is currently being held for arraignment in Clarkstown Justice Court. No photo available at this time.

HARASSMENT
Yves Fortune, age 27, residing at 55 Lowland Hill, Stony Point NY, was arrested on March 14, 2013 for criminal mischief in the fourth degree and harassment on an active bench warrant out of the Town of Stony Point. The defendant was arrested after he turned himself in on said warrant. The defendant was arrested, processed and arraigned by the Honorable Judge Franks. He was later released on an appearance ticket returnable March 19, 2013 at 1:30 p.m. after posting $500 cash bail.

Michael Coogan, age 24, residing at 24 Colonel Conklin Dr., Stony Point NY, was arrested on March 14, 2013 for aggravated unlicensed operation in the third degree on an active arrest warrant out of the Town of Stony Point. The defendant was arrested after he turned himself in on said warrant. The defendant was arrested, processed and arraigned by the Honorable Judge Franks. He was later released on an appearance ticket returnable March 21, 2013 at 1:30 p.m. after posting bail.

OPERATING MOTOR VEHICLE WITH SUSPENDED REGISTRATION
Juan C. Hernandez, age 18, residing at 19 Lincoln St. Haverstraw, NY, was arrested on March 13, 2013 for operating a motor vehicle with a suspended registration. The defendant was arrested after a vehicle and traffic stop determined that he was operating a motor vehicle while the registration was suspended for an insurance lapse. The defendant was arrested, processed and issued numerous traffic tickets returnable April 18, 2013 at 1:30 p.m.

OPERATING MOTOR VEHICLE WITH SUSPENDED REGISTRATION
Christopher M. Foley, age 42, residing at Klingher Ct. Pomona, NY, was arrested on March 13, 2013 for operating a motor vehicle with a suspended registration. The defendant was arrested after a patrol vehicle equipped with a license plate reader resulted in a vehicle and traffic stop. Further NYSPIN inquiry determined that the registration of the vehicle he was operating was suspended. The defendant was arrested, processed, issued numerous traffic tickets returnable April 4, 2013 at 1:30 p.m.

Andrew Verhille, age 21, residing at 132 North Liberty Dr. Stony Point, NY, was arrested on March 20, 2013 for aggravated DWI. The defendant was arrested after a vehicle and traffic stop determined that he was operating a motor vehicle while he was intoxicated and in excess of .18 BAC. The defendant was arrested, processed and issued numerous traffic tickets returnable April 16, 2013 at 1:30 p.m.

ASSAULT
Robert Rodriguez, age 25, residing at 417 Call Hollow Rd. Stony Point NY, was arrested on arch 20, 2013 for assault in the third degree. The defendant was arrested after a vehicle and traffic stop determined that the defendant did have an active bench warrant out of the Town of Haverstraw for stated charge. The defendant was arrested, processed, and turned over to the Town of Haverstraw Police Department to face said charges.

Andrew Vasquez, age 22, residing at 51 S. Liberty Dr., Stony Point NY, was arrested on March 19, 2013 for aggravated unlicensed operation in the third degree. The defendant was arrested after a vehicle and traffic stop determined that he was operating a motor vehicle (ATV) while his privilege to do so was suspended. Said ATV was unregistered, uninsured and uninspected. The defendant was arrested, processed, issued numerous traffic tickets returnable April 10, 2013 and released after posting $50 bail.

ROBBERY

TOWN OF RAMAPO POLICE DEPARTMENT:

MULTIPLE DWIS
The Town of Ramapo Police Department, in conjunction with Rockland County Police Agencies, conducted a Stop-DWI ‘CRACKDOWN’ detail from March 15 to March 18. Officers in Ramapo arrested three individuals for driving while intoxicated. The following people were arrested: Fritz Louis, age 55, from Spring Valley, NY, was arrested for DWI felony with a prior conviction; William Padilla, age 56, from Pomona, NY, was arrested for DWI 1192-2; and Carl Mathe, age 32, from Spring Valley, NY, was arrested for DWI 1192-2.

MOTOR VEHICLE ACCIDENT
At about 9:25 a.m., the Ramapo Police Responded to Route 45 and Pomona Road, in the Village of New Hempstead, for a reported motor vehicle accident. Arriving officers found that a Saturn SUV travelling northbound on Route 45, had moved from the left turn lane into the straight lane, and collided with a small fuel delivery truck, that had been north in the straight lane. Subsequently, the SUV’s front right tire got caught up on the truck’s rear left tire, causing the SUV to become wedged up on the tuck, off of its front wheels. The Hillcrest Fire Department had been dispatched for extrication prior to police arrival. Extrication was not necessary, and the passengers were able to exit the vehicle with minimal assistance from firefighters on the scene. The Spring Hill ambulance was on the scene and two elderly passengers from the SUV were transported to Nyack Hospital for observation only. There were no injuries related to the accident. The fuel tank was not compromised and there was no hazardous material incident related to this accident. The driver of the SUV was issued a summons for failure to obey pavement markings.

Alleged Burglar Boone Arrested

POLICE MEDIA REPORT

wrCA765PO0On March 24 at about 2:20 p.m. Town of Ramapo Police officers responded to a report of a residential burglary at W. Hickory St. in Spring Valley. As a result of the investigation, Ramapo Police arrested  Jayquan Boone (male, age 20) formerly of 56 Spring Valley Commons in Spring Valley. Boone is currently homeless.

Boone was also charged with burglary in connection with another prior burglary of a residence on W. Hickory St. as well as the burglary of a Yeshiva on Viola Rd. in Spring Valley. Boone was additionally charged with criminal trespass of a vacant residence on W. Hickory St.

Boone was arraigned in the Town of Ramapo Justice Court and he was remanded to the Rockland County Jail in lieu of $150,000 bail.

The investigation is still continuing.

Genghis Khan Found Guilty in Rockland

Genghis Khan of Brooklyn

Rockland County District Attorney Thomas P. Zugibe announced Tuesday, March 26 that Genghis Khan (DOB 06/01/89) of 1008 St. Marks Avenue, Brooklyn, New York was found guilty following a jury trial of:

One count of Criminal Possession of a Controlled Substance in the Second Degree, a class “A-II” Felony

One count of Unlawful Possession of Marijuana, a Violation

On April 30, 2012, at approximately 4:40 p.m., Khan was traveling on the New York State Thruway (I-87) in the Town of Clarkstown. During a traffic stop, state troopers found the defendant in possession of approximately five ounces of cocaine. The defendant was also found to be in possession of marijuana.

Khan’s jury trial began on February 25, 2013 before the Honorable William K. Nelson. He was convicted today following ten days of deliberations. Following the verdict, the defendant was remanded.

Khan faces a maximum sentence of 17 years in state prison when he is sentenced on July 16, 2013.

One of his co-defendants in the Rockland case is from Rutland and a third from a nearby Vermont town. Co-defendant Shawna Barrier pled guilty to UPM (Unlawful Possession of Marihuana) and charges are still pending against Alex Spanos of Rutland, who has yet to be indicted.

Spanos is facing worse problems: he is up on murder charges for causing the death of 17-year-old Carly Ferro of Rutland, VT in a car crash, allegedly while high from huffing “dust-off.”

Senior Assistant District Attorney Maria T. DeSimone and Assistant District Attorney Patrick Fischer prosecuted the case.

Genghis Khan, of course, is also the name of the Mongolian conqueror who controlled much of the known world in the late 12th and early 13th centuries.

It is not known at this time if the name is the perpetrator’s given name, or if he changed it to Genghis Khan in honor of the historical figure, whom some geneticists believe has over 16 million living male descendants.

Khan–the one from Brooklyn–had been charged with selling crack in 2010, in Rutland, Vt. It appears Khan would transport cocaine between Brooklyn and Vermont, however police did not charge him with attempted sale in this case.

Weapons charges were filed against Khan in April–the newspaper awaits information on whether those charges were dropped. The police had found a revolver in the car when the perps were initially pulled over.

LAYNE GETS CONDITIONAL DISCHARGE FOR “OFFICIAL MISCONDUCT”

Former Airmont mayor and Sloatsburg building inspector pleads guilty to misdemeanor and receives light sentence

woopsThe DA’s probe into the activities of former Sloatsburg Building Inspector John Layne have ended somewhat anti-climactically, as Layne pled guilty Wednesday to a misdemeanor charge of “official misconduct” and received a one-year conditional discharge.

If Layne does not get in trouble with the law in the next year, he will have no further penalty, but he will have a permanent misdemeanor on his record. His future prospects in Rockland politics are most likely quite limited.

DA Zugibe had charged Layne with inappropriately doing business in Sloatsburg while the village’s building inspector and other corruption charges including steering residents to his electrical business.

In addition to Sloatsburg building inspector, Layne has been Suffern building inspector, Airmont mayor, Town of Ramapo deputy highway superintendent and Wesley Hills building inspector.

By 2009 many residents of Sloatsburg had become opposed to Layne’s tenure as building inspector. The situation came to a head in December 2009 when the board laid off Layne by hiring a neighboring village’s inspector as a “cost-cutting” measure.

TWENTY YEAR STATE PRISON SENTENCE IN ROCKLAND COUNTY PSYCHIATRIC CENTER KILLING

Rockland County District Attorney Thomas P. Zugibe announced that Curtis Wilson, 53, of 140 Old Orangeburg Road, Orangeburg, New York has been sentenced to a determinate term of 20 years in state prison on his January 10th, 2013 guilty plea to one count of Manslaughter in the First Degree, a class “B” Felony relating to a death on the campus of the Rockland Psychiatric Center in Orangeburg.

Upon release from state prison, Wilson will remain under post-release supervision for five years.

On January 16, 2012, at approximately 5:16 p.m., the defendant struck fellow Rockland Psychiatric Center resident Vincent Knadler repeatedly in the head with a two-foot long metal pole during an altercation.

Knadler was transported to Nyack Hospital, where he was pronounced dead at 6:01 p.m.

Through the entrance of a guilty plea, Wilson waived the psychiatric defense. The defendant had previously been an inpatient in residential treatment on at least fifteen separate occasions at several New York psychiatric hospitals during the past 25 years.

Plea deal leaves actor with a felony on his record 

DA’S PRESS RELEASE

stephen-baldwin-arrested-for-tax-evasionRockland County District Attorney Thomas P. Zugibe today announced that Stephen Baldwin (DOB 05/16/66) of Upper Grandview, New York pled guilty to one count of Repeated Failure to File Personal Income Tax Returns, a class “E” Felony. 

Baldwin failed to file New York State Personal Income Tax Returns for years 2008, 2009 and 2010.

In total, the defendant’s tax liability to the State of New York, including penalties and interest, was more than $350,000.

District Attorney Zugibe said, “This defendant withheld taxes that he was legally obligated to pay as a New York State resident. Individuals who attempt to steal from the public are stealing from the pockets of every New Yorker. Regardless of social status or income level, my office is committed to pursuing criminals who purposefully cheat the government and law-abiding taxpayers.”

The defendant has already repaid $100,000 in actual restitution to the New York State Department of Taxation and Finance.

As part of the plea agreement, Baldwin has agreed to pay an additional $300,000 in restitution by the date of sentencing. Upon making full restitution, the defendant will be sentenced to a conditional discharge.

If the defendant fails to make full restitution by sentencing, he will receive five years’ probation, and the outstanding payments will be monitored by the New York State Office of Probation and Correctional Alternatives.

Baldwin’s arrest was the result of an investigation conducted by the Rockland County Special Investigations Unit and the New York State Department of Taxation and Finance.

Next court date is July 19, 2013.

The New York State Tax Department offers programs such as the Voluntary Disclosure and Compliance Program to encourage delinquent taxpayers to become compliant without facing criminal prosecution or civil penalty.

Twenty tips to avoid becoming a burglary victim

As the weather warms, people often leave windows ajar for fresh air. Stony Point Police Chief Brian Moore warns residents that this is an invitation for a burglary to occur, especially weekdays during normal work hours. “Don’t be a victim,” Moore said.
Here’s 20 tips to avoid becoming a victim to a home burglary, courtesy of SPPD;
1. Trim shrubs around doors and windows so burglars don’t have a sheltered place to work.2. Don’t hide spare house keys outside the home. Find a trusted neighbor instead.

3. Lock all doors and windows, even when leaving for a short time.

4. Have locks changed or re-keyed when moving into a new home or apartment.

5. Install deadbolt door locks on exterior doors and any interior door between the garage and house and USE THEM.

6. Install locking devices on all windows.

7. Install track-type locks, drop bars, wooden dowels or pinning devices on sliding glass doors.

8. Consider keeping valuables in a safe deposit box.

9. Ask to see door-to-door vendors’ permits or licenses.

10. Don’t post photos on social media sites updating people about your vacation.

11. Install lights by all exterior doors and make bulbs hard to reach.

12. Illuminate house numbers for quick emergency-services response.

13. Install solid-core or metal-exterior doors.

14. Install peepholes on doors.

15. Upgrade locks to the latest security advances. Alarm systems and video systems are becoming very affordable.

16. Call police if you see anything out of the ordinary. A simple knock on the door could be a burglar checking to see if you or your neighbors are home.

17. Never let strangers enter your home no matter how “nice” they appear or seem. The best burglars can be the nicest people.

18. Never give keys to people making improvements to your home.

19. Use motion sensors and photocells on exterior floodlights.

20. Store ladders in the garage or padlock them to fixed objects so burglars can’t use them to reach upper floor windows.

Jackie McCoy, age 24, residing in Spring Valley, NY, was arrested on March 28, 2013 for petit larceny, criminal possession of stolen property in the fifth degree, criminal impersonation in the second degree, assault in the third degree (bench warrant-FOA), criminal contempt in the second degree (bench warrant-FOA), grand larceny in the fourth degree (bench warrant-FOA) and identity theft in the third degree (bench warrant-FOA). The defendant was arrested following an investigation into a shoplifting complaint at the ShopRite of Stony Point where he is accused of stealing assorted grocery items valued at $598.51, and possessing same. The defendant, while in custody, did provide false information during the arrest process in an attempt to impersonate another to avoid being additionally charged on outstanding Bench Warrants out of Haverstraw and Spring Valley. The defendant was arrested, processed and issued an appearance ticket returnable in Stony Point Justice Court on April 16, 2013 at 1:30 p.m. He was then turned over to the Town of Haverstraw Police to answer the charge in their jurisdiction.

Troy Webber, age 37, undomiciled, was arrested on March 29, 2013 for burglary in the third degree and petit larceny. The defendant was arrested after an investigation into a burglary of a local business that occurred in the Tomkins Cove area of the Town. Investigation determined the defendant did forcibly enter the business and remove property from within without permission or authority. The defendant was arrested by the Stony Point Police Detective bureau, processed and arraigned before the Honorable William F. Franks and remanded to the Rockland County Correctional Facility in lieu of $10,000 bail. He is due back in the Stony Point Justice Court on April 4, 2013 at 12:30 p.m.

BURGLARY & ASSAULT
James Anis, age 24, residing at 20 Sharp St., Haverstraw, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crimes of burglary in the first degree and assault in the second degree (three counts). District Attorney Thomas P. Zugibe stated that on or about March 7, 2013 at approximately 6:45 p.m., the defendant entered and remained unlawfully in the dwelling located on Rockland Lane in the Town of Ramapo. In the course of committing the crime, the defendant caused physical injury to two residents of the home and police officer who was in the course of performing a lawful duty.

Leslie Branch, age 25, residing at 85 Fred Hecht Dr., Spring Valley, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crimes of aggravated unlicensed operation of a motor vehicle in the first degree and driving while intoxicated. District Attorney Thomas P. Zugibe stated that on or about January 13, 2013 at approximately 4:30 p.m., the defendant was stopped by a Spring Valley police officer while driving on Lawrence Street. The officer observed the defendant to be in an intoxicated state as evinced by the odor of an alcoholic beverage, glassy eyes and impaired motor coordination. Further investigation revealed that defendant’s privilege to operate a motor vehicle had been suspended on three separate occasions.

Courtney Burton, age 23, residing at 552 Colorado Avenue, Bridgeport, CT, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crime of criminal possession of a forged instrument in the first degree (26 counts). District Attorney Thomas P. Zugibe stated that on or about July 5, 2012, at approximately 8:00 p.m., at the Palisades Center Mall in West Nyack, the defendant was in possession of counterfeit money in particular twenty-five counterfeit $20 bills, and one counterfeit $50 bill.

ASSAULT, PETIT LARCENY & RESISTING ARREST
John Dickerson, age 25, address unknown, was indicted on March 22, 2013 by a Rockland County Grand Jury for the crimes of assault in the second degree, petit larceny and resisting arrest. District Attorney Thomas P. Zugibe stated that on or about September 29, 2012 at approximately 7:35 p.m., the defendant was observed by store security taking property from the Garnerville ShopRite and loading it into a trash can. As the defendant was leaving the store he observed police presence and returned into the store. After being informed that he would be arrested for larceny, the defendant ran from the police. The defendant was caught by police and as a result of the chase, an uniformed police officer suffered physical injury to his knee.

BURGLARY, ROBBERY & KIDNAPPING
Jose Hernandez, age 24, residing at 2 Amsterdam Pl., Mount Vernon, NY, Ravindra George, age 19, residing at 3012 Barnes Ave., Bronx, NY, and Zachary Johnson, age 32, residing at 2720 Holland Ave. Bronx, NY, were indicted on March 25, 2013 by a Rockland County Grand Jury for the crimes of burglary in the first degree, robbery in the first and second degree (two counts) and kidnapping in the second degree (two counts). District Attorney Thomas P. Zugibe stated that on or about March 1, 2013 at approximately 2:30 a.m., the defendants entered a dwelling at 605 Maplewood Gardens, Nanuet, NY, forcibly stole property from two victims at gunpoint. Prior to taking the property the defendants tied up the victims, who were mother and son. The defendants were apprehended a short time later in the vicinity of the robbery by members of the Clarkstown Police Department.

AGGRAVATED DWI WITH A CHILD & MORE
Juan Martinez-Veliz, age 36, residing at 34 Bethune Blvd, Spring Valley, NY, was indicted on March 20, 2013 by a Rockland County Grand Jury for the crimes of aggravated driving while intoxicated with a child (two counts) and aggravated driving while intoxicated. District Attorney Thomas P. Zugibe stated that on or about January 13, 2013 at approximately 11 p.m., Spring Valley Police responded to a 911 hang up and possible dispute at Bethune Blvd. Police officers observed the defendant in the vehicle pulling out of the driveway. Upon speaking with the defendant, the officers observed the defendant to be in intoxicated condition. A 5-year-old child was also standing on the rear passenger seat without a seatbelt. The defendant failed various sobriety tests and his blood alcohol content was .21%.

SEXUAL ABUSE & ENDANGERING THE WELFARE OF A CHILD
Gary Morris, age 28, residing at 9 Park Street, Spring Valley, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crimes of sexual abuse in the first degree and endangering the welfare of a child. District Attorney Thomas P. Zugibe stated that on or about March 10, 2013 at approximately 7:14 p.m., the defendant approached a 10-year-old girl in a hallway of a church in Spring Valley, NY. The defendant grabbed the girl’s chest area multiple times before she was able to get away from him. The girl did not know the defendant.

CRIMINAL MISCHIEF
Duane Ouderkirk, age 38, residing at 5D Hasbrouck Road, West Haverstraw, NY, was indicted on March 20, 2013 by a Rockland County Grand Jury for the crime of criminal mischief in the third degree. District Attorney Thomas P. Zugibe stated that on or about November 13, 2012 at approximately 8:30 a.m. at the Samsondale Barbershop, in the Village of West Haverstraw, defendant intentionally broke the storefront window by kicking it with his feet. The cost of repair was over $250.

CRIMINAL POSSESSION OF A FORGED INSTRUMENT
Armando Pacheco, age 33, residing at 2 Elmwood Street, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crimes of criminal possession of a forged instrument in the second degree. District Attorney Thomas P. Zugibe stated that on or about December 10, 2012 at approximately 5 p.m., the defendant was found to be in possession of a fake driver’s license.

POSSESSION OF OBSCENE PERFORMANCE BY A CHILD
Ashley Quiroa, age 32, formerly of 46 Pascack Road, Pearl River, NY and currently at 5 Camelot Drive, Goshen, NY, was indicted on March 25, 2013 by a Rockland County Grand Jury for the crime of possessing an obscene performance by a child (29 counts). District Attorney Thomas P. Zugibe stated that on or about October 14, 2010, the Rockland County Sheriff’s Computer Crime Task Force discovered multiple files containing child pornography on the defendant’s computer. The defendant would download the files via a file sharing service.

Jerson Rivera, age 32, residing at 146 E. Railroad Ave., West Haverstraw, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crimes of aggravated unlicensed operation of a motor vehicle in the first degree and driving while intoxicated. District Attorney Thomas P. Zugibe stated that on or about September 23, 2012 at approximately 10:40 p.m., the defendant was stopped by a Spring Valley police officer while driving on Main Street. The officer observed the defendant to be in an intoxicated state as evinced by the odor of an alcoholic beverage, glassy eyes and impaired motor coordination. The defendant failed three sobriety tests and blood alcohol content was .16%. GRAND LARCENY
Giovanna Scarcella, age 32, residing at 11 Marianne Lane, Valley Cottage, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crime of grand larceny in the third degree. District Attorney Thomas P. Zugibe stated that on or about and between August 24, 2009 and August 23, 2012, the defendant stole over $3,000 from the New York State Department of Social Services when she was working as a nanny and collecting Medicaid benefits.

CRIMINAL POSSESSION OF AN ANTI-SECURITY ITEM
Terry Williams, age 33, residing at 372 Liberty Street, Newburgh, NY, was indicted on March 27, 2013 by a Rockland County Grand Jury for the crimes of robbery in the third degree and criminal possession of an anti-security item. District Attorney Thomas P. Zugibe stated that on or about June 15, 2012 at approximately 3:20 p.m., the defendant attempted to steal property from Hollister in the Palisades Park Mall and was stopped by a loss prevention officer at the exit. The property was found within a booster bag the defendant was holding.

Kayhan Baratali, age 19, residing at 40 Ridgetop Dr., Tomkins Cove, NY, and Jeannine Rose, age 45, residing at 122 Route 210 in Stony Point, NY were arrested by Stony Point police in separate incidents for unlawfully dealing with a minor and Dodge A. Woertendyke, age 18, residing at 19 Grand Ave., Nyack, NY, was arrested for disorderly conduct.

Stony Point Police arrested Baratali March 30 after responding to a suspicious vehicle complaint. Upon arrival, responding officers located a large house party where it was determined that numerous person(s) had been drinking while under age.

Baratali, who is alleged to have been the host of the party, was arrested, processed and released on an appearance ticket returnable May 7, 2013 at 9 a.m. The Stony Point Police Department was assisted at the scene by the Town of Haverstraw Police Department and the Rockland County Sheriff’s Patrol.

Stony Point Police arrested Rose March 31 after responding to a reported underage drinking party at the defendant’s residence. Upon arrival, responding officers determined that Rose did serve alcohol to an underage female who was at said party.

On Thursday, April 4, 2013 at approximately 6:20 p.m. the Clarkstown Police Department arrested Edward Tabaracci, 51, from New City.

Tabaracci called a non emergency line at the Clarkstown Police Department on at least three separate occasions, and ultimately made death threats against officers, police said.  Tabaracci placed the first call at approximately 4:30 p.m. whereby he was complaining about a traffic problem on Strawtown Rd.

The second call was placed at approximately 4:49 p.m. and the third call was placed at approximately 5:22 p.m. Tabaracci grew increasingly hostile with each phone call. In the final call, Tabaracci stated “This is not a warning this is a promise. Two officers will die in the next 24 hours.”

Tabaracci was arrested at his residence without incident. He has been charged with making a terroristic threat (felony), and aggravated harassment 2nd (misdemeanor).  He is pending arraignment in Clarkstown Justice Court.
